The report was hosted by Vice President Yan Xuedong, and more than 300 student representatives from Jeme Tienyow Honors College and School of Electronic and Information Engineering listened to the report.

At the report meeting, Academician Li Tianchu introduced the Quantization-Constantization evolution concept of the length unit meter (m) and the time unit second (s) in the seven basic units of the International System of Units (SI) in plain language. Subsequently, Academician Li used the research of the National Institute of Metrology, China as an example to illustrate their recurrence methods and development trends, and introduced the constant definition and reproduction method of the current unit Ampere (A), temperature unit Kelvin (K), mass unit Kilogram (kg), and the amount of substance Mole (mol) adopted by the 16th General Conference of Weights& Measures (CGPM) in 2018 and officially implemented on May 20, 2019. Finally, Academician Li elaborated on the influence of measurement technology on the development of science and technology and people's daily life.

Academician Li Tianchu pointed out that high-precision measuring instruments are of great significance to industry, scientific research, national defense, etc.; the advanced nature and accuracy of measuring technology determine whether a country has international competitiveness and the right to speak.
